Some can blend into the crowd more efficiently, while others are engineers that can operate a drone. Some may be better in a brawl or may be an expert marksman. Legion takes that procedurally generated style to the next step, as the NPCs now have various skills that can help you if you so choose to recruit them. Each NPC would have a few different stats, and some would have extras such as a phone conversation you could listen in on or even information on a side quest. You have always been able to walk around the game and "profile" any NPC that you came across. All of the promotional footage has centered around this feature, and although it may seem like a misleading claim at first, it fits perfectly with the gameplay of previous games. When they say ANY character, they really mean it. Ubisoft has gone to great lengths to hype up the core of the game: any character you see walking around the streets of London can become a playable character.
Watch Dogs: Legion takes a drastic step in a new direction by allowing the player to guide a multitude of characters through the story. In the past games, you would play as a fixed protagonist throughout the game.
